Adam Kredo reports that Chuck Hagel’s anti-Israel animosity was obvious well before his career in Congress. While heading up the USO, he clashed with Jewish leaders over a USO port in Haifa:
Hagel, who served as president and CEO of the World USO from 1987 to 1990, expressed intense opposition to the USO Haifa Center during a tumultuous 1989 meeting with Jewish leaders, according to multiple sources involved in the fight to keep the post open.
“He said to me, ‘Let the Jews pay for it’,” said Marsha Halteman, director for military and law enforcement programs at the Jewish Institute for National Security Affairs (JINSA), which led the battle to keep USO Haifa operational. …
“He essentially told us that if we wanted to keep the USO [in Haifa] open—and when I say ‘we’, he meant ‘the Jews’—he said the Jews could pay for it,” said Halteman, who recalled being taken aback by the comment.
“I told him at the time that I found his comments to be anti-Semitic,” she said. “He was playing into that dual loyalty thing.”
Eventually, a Jewish member of the USO board helped bring in money to keep it open, reports Kredo. But the fact that Hagel went out of his way to oppose the Israeli USO port–over objections from the pro-Israel community, the Navy, and Congress–is part of a pattern. His response about the “Jews” paying for it, because it was in Israel, is also revealing. While Hagel’s supporters will likely argue that this happened back in the late 1980s, that hardly means it should be discounted. In fact, it shows how deep-seated Hagel’s hostility toward the Jewish state has been.

Seeking Jewish donors by leveraging something of personal interest to the donors (as appears to be what happened here) may be ethically questionable but not necessarily anti-Semitic. n nAnd do not forget that the Israeli government — like any government — gains an inherent benefit from large numbers of young Americans having fond memories of a fun vacation in their country — young Americans become older Americans and having fond memories of the particular country tend to go back there as older and more prosperous Americans, spending much desired tourist dollars in the process. Not to mention the fact that having actually been there and met folks who live there, they actually know something about the country which is always helpful to the country (any country). n nBesides, Hafia is a far cry from some place like Diego Garcia (where our B-52s are based). Let's say that the Irish or Polish governments wanted to have a USO center in their "fun place" for all the reasons that Israel did (and this is not attacking Israel but unless the Israeli Government is *completely* stupid, they had to understand that they were going to get some benefits out of this, how this was a really good thing for them. n nSo taking the analogy of Ireland or Poland — how is it different to say "let the Irish" or "Polish pay for it:"? Looking only at its name, the "Jewish Institute for National Security Affairs" would appear to be an organization that clearly identifies itself as being of a Jewish nature — the word "Jewish" serving to define what type of institute this is. I am not saying this is good or bad, only that as an entity, JINSA appears to identify itself (not its employees, but itself) as being Jewish. n nAnd it was JISNA which "…led the battle to keep USO Haifa operational…" An organization which clearly identifies itself as being Jewish is the lead advocate for keeping this facility open. This is the same issue I had with Hussain Ibish and the story of the Petra. The Petra was a ship filled with Jewish refugees fleeing the Holocaust that had made it to then-Palestine and the British were going to send it back to Europe. A Jewish activist sought to snap the propeller shaft with explosives but instead blew the whole bottom off the boat causing it to sink with great loss of life — CAMERA produced a lot of documentation for me that (a) the ship was already in very bad shape, (b) he really didn't know much about explosives and used way more than he should have, and (c) very much regretted what happened. n nThe facts didn't matter to Ibish, whose anti-Semitic diatribes included how this was an example of the Zionists murdering Jews to make a political point or something — his circular logic defied comprehension at times. Yes, I argued, someone identified with the Zionist cause had done something that caused the loss of several hundred lives — but facts matter and one can't just make knee-jerk conclusions without looking at the facts. n nHence: Was Hagel's decision to not fund USO Haifa objectively defensible relative to the mission of the USO and its budget? I don't know how one would rate the various expenditures of the USO but how would Haifa rate relative to everything else? n nRemember that this was in 1989 – the Soviet Union had collapsed and our biggest problem was an oil spill in Alaska — this was a couple years before any of the problems in the Middle East and people were talking about "an end to history." We were bringing our troops HOME and hence the USO would be needed stateside. n nIt would be one thing if Hagel had refused (or sought to refuse) to have the USO Haifa facility even after the money was raised for it — or if this was the most cost-effective USO facility and he instead sought to spend limited funds on less effective ones elsewhere. But I don't see that. n nFacts matter and just because Haifa is in Israel doesn't automatically make a reluctance to spend money on a facility there evidence of a deep-seated hostility to the Jewish state.
