- Abstract

AMONG PRESIDENT Bush’s critics during his first two years in office-setting aside the area of foreign policy-none has been more vocal or more effective than the environmental movement.

On one issue after another, from the Kyoto proto- col on global warming to the permissible levels of arsenic in drinking water, the administration has been put on the defensive, fending off charges that it is a tool of corporate America and a reckless stew- ard of public health no less than of imperiled nature.
