Abstract –
IS SOCIAL DEMOCRACY becoming the dominant species of politics in Western Europe? Is Europe haunted by a fresh specter-the resurgence of a non-Marxist social democracy? Six months ago, most observers would have answered in the affirmative. A great social- democratic victory in Sweden (in September 1968) had been followed by a social-democratic return to power in Germany for the first time in forty years (in September 1969). In England, on the other hand, a Labour government, elected with a powerful majority in 1966, had been in the doldrums for three years-despite important liberalizing reforms-and had suffered catastrophic regional defeats (the loss of London, and the majority of Borough and County Councils in Great Britain). But the economic tide was on the upturn, largely thanks to Labour's Roy Jenkins, and the opinion polls and by-elections indicated that the swing against Labour-at one time 15-25 percent-was steadily diminishing.
